On November 21 poloff discussed reftel message and talking
points with Faruque Faquira, Head of Department, Directorate
for International Organizations and Conferences, Ministry of
Foreign Affairs. Faquira stated he would forward the message
to Mozambique's Mission in New York. He could not confirm
how Mozambique would vote on the resolution on Turkmenistan
and the resolution on Uzbekistan (Ref A), but implied that it
would likely continue with its tradition (reported in ref B)
of abstaining on issues of this nature.
