SUBJECT: DEMARCHE DELIVERED TO JORDAN ON PROPOSED
AMENDMENTS TO 1988 SUA CONVENTION AND PROTOCOL

1. (U) On December 1, PolCouns and PolOff delivered message
in ref A regarding the Suppression of Unlawful Acts (SUA)
convention and its protocol to Samer Naber, Legal Adviser to
the Foreign Ministry. PolCouns also passed the full text of
proposed USG changes to the SUA per ref B.
2. (SBU) Naber noted that he has researched conventions and
treaties to which the GOJ is a party and does not know why
the GOJ signed, but has yet to ratify, the SUA. "I see no
reason why we shouldn't ratify it," he said. Regarding the
proposed USG amendments to the SUA, Naber said both he and
the Ministry of Transport will study and "positively consider
them."
3. (U) We plan to follow up with Naber on this matter.
