Krajeski for reasons 1.4 b and d. 1. (C) On November 16, Ambassador raised reftel points with Deputy Foreign Minister Mohiedeen al Dhabi. Al Dhabi said he would discuss the points with the Foreign Minister, who had just returned from a two week visit to Japan, US, and France and was not available, and would pass any reaction directly to the Embassy. 2. (C) Comment: We consider it unlikely that Yemen will break ranks with the OIC on this vote. FM al Qirbi considers an improvement in relations with Iran a slightly distasteful necessity given Yemen's persistent problem with a small but troublesome radical Shi'a sect that has looked previously to Iran for support.
