1. (U) Acting Political Counselor delivered Ref A demarche
to Director (UN Political) Sangeeta Mann, who confessed she
was not aware of the issue, thanked the USG for the
information conveyed, and promised a more substantive
response once she ascertained the GOI position.

Ref B indicates the GOI may be somewhat supportive. We will
