 1. On November 4, 2005, U.S. Marshals returned Jose M. Cosme 
(aka Fausto Candelario Ortiz) to the United States for trial 
in the US District Court for the District of Connecticut 
based on series of federal indictments charging narcotics 
offenses:  superseding indictment 3:01CR224 (AWT) charged 
conspiracy to possess and distribute 500 grams or more of 
cocaine; indictment 3:02CR61 (AWT) charged conspiracy to 
possess and distribute, as well as both possession with 
intent to distribute and "aiding and abetting" the possession 
and distribution of, 5 kilograms or more of cocaine; and 
indictment 3:02CR62 (AWT) charged conspiracy to possess and 
distribute 5 kilograms or more of cocaine. 
 
2. Following the issuance of a Dominican arrest warrant based 
on a USG request for extradition, Cosme was apprehended on 
October 30, 2005, by officers of the Dominican National 
Directorate for Drug Control.  Cosme subsequently made a 
free, knowing, and voluntary waiver of further local 
proceedings before the Criminal Chamber of the Dominican 
Supreme Court.  His decision to submit to US extradition was 
properly witnessed on October 31, 2005. 
 
3. Cosme is the 41st fugitive extradited to the United States 
during the second administration of President Leonel 
Fernandez.  He is the 28th fugitive extradited from the 
Dominican Republic to the United States in 2005.
