Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

C O N F I D E N T I A L KUWAIT 004785 SIPDIS E.O. 12958: DECL: 11/16/2010 TAGS: IZ, PREL SUBJECT: U.S. POSITIONS ON ARAB LEAGUE MEETING PROVIDED TO KUWAITIS REF: A) SECSTATE 207921 B) KUWAIT 4774 Classified By: Ambassador Richard LeBaron, reasons 1.4 (b) and (d) (C) Reftel points were provided November 16 to the office of the Kuwaiti Foreign Minister and to the Office of the Undersecretary. We have not been able to coordinate schedules to meet to discuss the U.S. concerns; Ambassador will follow up by telephone to reinforce the points. We do not foresee any issues where the GOK would disagree with U.S. views. The Kuwaitis are eager to make sure that the neighboring Sunni-majority countries offer more support to the Iraqi political process than they have in the past, as related to the Ambassador by Dr. Mohammed on 15 November, (ref b). LEBARON
