(C) The Ambassador delivered Ref A talking points to Foreign 
Minister Kasrawi November 15, with particular focus on the 
proposed structure of the November 19 preparatory meeting in 
Cairo, and the possibility that Arab League Secretary General 
Amr Moussa may be complicating Iraq's political situation by 
offering a competing political process.  Iraq, the UK, and 
the US want to ensure that any language regarding Iraqi 
politics formulated during the preparatory meeting mirror 
language from UNSC resolutions 1546 and 1637.  The Ambassador 
stressed the importance of having all Arab League members 
work with Jaafari and asked that Jordan do all it could to 
ensure that the outcome of the preparatory meeting is 
supportive of Iraq's fledgling political process.  Foreign 
Minister Kasrawi was receptive to the message, and agreed to 
work toward an outcome that supported our common vision of 
the political process in Iraq.  He had already been in 
contact with the Iraqi government, was aware of their 
concerns, and sympathetic to them.
