(C) On November 16, we delivered reftel demarche requesting Armenian assistance to the Organization of American States (OAS) Colombia Mission to MFA Americas Desk Head Lilit Toutkhalian. Toutkhalian told us she believed Armenia -- though a permanent OAS observer country -- had not previously contributed to OAS missions and that, given budget constraints, Colombia was "unlikely" to be different. Toutkhalian said she would pass reftel points to Foreign Minister Vartan Oskanian who returns early next week from a Council of Europe Ministers' Committee meeting in Strasbourg, but that she did not expect a favorable response.
