1. (C) In the absence of the Foreign Minister and other
senior officials at the Ministry, Pol/Econ Chief called on
the Under Secretary, UN Division, Ministry of Foreign Affairs
Kali Pokharel and, drawing on Ref A's points, urged Nepal to
oppose a No-Action Motion on the Third Committee resolution
on the human rights situation in Iran. Pokharel explained
that the MFA had taken note of our November 8 demarche on
this issue (ref B) and had passed it along to its Mission in
New York. He said that Nepal's Permanent Representative to
the UN, Madhu Raman Acharya, would make Nepal's decision
about this vote.
