US embassy cable - 05GEORGETOWN1196

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. Guyana was not included in the 2004 Country Report on
Terrorism. Post's reading of the instructions indicates
Guyana will not require a "detailed assessment" for 2005
because no acts of international terrorism occurred in
Guyana, Guyana is not a state sponsor of terrorism, there
are no known Guyanese terrorist groups, Guyana is not to our
knowledge being used as a sanctuary/safe haven for
terrorists or terrorist organizations, and the USG has not
sought Guyana's cooperation in the investigation or
prosecution of international terrorist acts.

2. Post's primary point of contact for issues related to
terrorism is DCM Michael D. Thomas. He can be reached via
telephone at IVG 747-0204 and via e-mail at
ThomasMD@state.gov. Secondary PoC is EconOff Edward
Luchessi. He can be reached via telephone at IVG 747-0220
and via e-mail at LuchessiEP@state.gov.
