C O N F I D E N T I A L MANAMA 001686 SIPDIS E.O. 12958: DECL: 11/15/2015 TAGS: PTER, KAWC, PHUM, PINR, BA SUBJECT: MFA REPORT ON THREE RETURNED GUANTANAMO DETAINEES Classified By: Ambassador William T. Monroe for reason 1.4 (d) (C) The Ministry of Foreign Affairs sent a diplomatic note to the Embassy dated November 6 with the following initial report on the three Bahraini detainees who arrived from Guantanamo on November 5: Begin Text (unofficial translation): (complimentary opening) The Ministry of Foreign Affairs ... would like to notify the Embassy of the following: 1. After the Bahraini citizens Adel Kamel Abdulla Al Awadhi, Abdulla Majid Al Noaimi, and Shaikh Salman Bin Ibrahim Bin Mohammed Al Khalifa were returned, they were presented to the Public Prosecutor for the necessary legal procedures. 2. After the procedures completed, the detainees were released on bail on the condition of their residence, and they were restricted from traveling. The detainees' relatives were summoned and advised to watch, advise, and guide their sons. 3. The concerned security authorities in the Kingdom are observing the detainees since they arrived. This observation will continue until further notice. 4. The concerned authorities in the Kingdom will rehabilitate them psychologically and physically so that they can rejoin society again. 5. The concerned authorities in the Kingdom will provide them with suitable jobs to assure that they join society and are provided with a fixed income. 6. The concerned authorities in the Kingdom and the detainees' relatives will work to improve the detainees' family status and keep them away from the environment they used to be in before they were detained.
