1.  (C) We delivered reftel demarche to Turkish MFA Middle 
East Department Head Onal November 14, emphasizing the strong 
U.S. interest in adoption of the Third Protocol, and our hope 
that Turkey would use its OIC leadership role to visibly 
support it.  Onal said the Turkish position would be 
"positive," but expressed uncertainty about Turkey's ability 
to persuade many OIC countries.  Onal undertook to pass our 
points to other "relevant departments" in the MFA.
