1.  (C) On November 14, CDA delivered ref A points to Deputy 
Foreign Minister Mohiedeen Al-Dhabi on seeking an exchange of 
diplomatic notes between the USG and the ROYG to ensure that 
Yemeni detainees eligible for transfer will not pose a 
continuing threat to the interests of either government.  CDA 
also stressed the importance of receiving written assurances 
that transferees will be treated humanely in accordance with 
the ROYG's international obligations.  Al-Dhabi did not 
anticipate any difficulties with providing written 
assurances, which would emphasize Saleh's previous verbal 
agreement to accept transfers (ref B). As requested, post 
will report any ROYG request for modification to these 
assurances.
