(U) Post delivered reftel points on November 8 to Gavin Morkel, Deputy Director for International Affairs at the Department of Communications (DOC). Morkel told Econoff that DOC had planned to send three representatives to the ITU meeting in Geneva on November 7-11, but later decided against it. Econoff urged Morkel to send in a statement of support for the U.S. position on the TSAG Single Member State Veto. Post will advise Washington once DOC determines its position. HARTLEY
