(SBU) On November 8, POLOFF delivered reftel points to Marwienke Tillema (Deputy Director, International Law Division, MFA). POLOFF conveyed to Tillema U.S. gratitude to the EU for co-tabling the Turkmenistan resolution and explained that, despite U.S. desire to co-sponsor and assist with lobbying efforts regarding Sudan, inclusion of the call for a moratorium on the death penalty prevents it from doing so. 2. (SBU) On November 9, POLOFF discussed reftel points with Guillaume Teerling (Senior Policy Advisor, Human Rights Department, MFA) at Tillema's request. Teerling welcomed the points, explaining that the Dutch plan to cosponsor both the Iran and the Uzbekistan resolutions and vote for the Burma resolution. According to Teerling, the Dutch will follow the EU line in favor of the thematic resolutions. BLAKEMAN
