Reason: 1.5(b and d) (C) Embassy delivered reftel letter from the Secretary to the Foreign Ministry November 22. MFA Energy Department Director Hakka Akil subsequently told us that he was seeking a meeting to discuss the matter with Foreign Minister Yakis prior to the latter's departure Saturday morning for New York. Akil's understanding is that the Ministry is still assessing the situation and is awaiting a recommendation from its Ambassador in Vienna. PEARSON
