UNCLAS ASUNCION 001380 SIPDIS STATE FOR INR-B, WHA/BSC E.O. 12958: N/A TAGS: PINR, PGOV, PREL, PA SUBJECT: PARAGUAY: PRESIDENT OF THE HOUSE OF DEPUTIES VICTOR BOGADO BIOGRAPHIC INFORMATION 1. (SBU) Victor Bogado was elected as a National Deputy as a member of the Colorado Party (ANR) during the 2003 general elections. He represents the Central Department, which surrounds Asuncion. In June 2005, his peers elected him President of the House of Deputies as the Colorado Party's official candidate in a hotly contested election. 2. (SBU) Prior to serving as a member of the Chamber of Deputies, Bogado spent the majority of his career working in the State-run telecommunications industry, where most recently (2000-2003) he was the President of the National Telecommunications Commission (CONATEL). He also served as President to the Telecommunications Regulatory Body during the same period. He came to CONATEL from National Telecommunications Company (ANTELCO) where he served in a variety of positions since 1978. 3. (U) Bogado earned an undergraduate degree in Electrical Engineering from the School of Industrial Engineering in Sao Paulo, Brazil in 1991. He also completed a Master's in Political Science in 1993 from the National University of Asuncion. 4. (U) Victor Bogado was born in Asuncion on September 15, 1965. He and his common-law wife, who do not live together, have two children. He is known to be a huge soccer fan and played the sport with former President Gonzalez Macchi and his inner-circle. JOHNSON
