SUBJECT: DEMARCHE -- APPEAL FOR INCREASED CONTRIBUTIONS TO
PAKISTAN EARTHQUAKE RELIEF AND REHABILITATION - RESPONSE

(SBU) As requested (Ref A), CDA Hartley on November 3
approached DFA's Humanitarian Directorate official Sipho
Seakamela, to request that the SAG strengthen its
contributions to the international effort to provide
earthquake relief and rehabilitation to Pakistan and
encouraged senior-level participation at the November 19
reconstruction conference. Seakamela said DFA would review
the information, see what might be possible and get back to
post. On November 3, PolCounselor delivered points (Ref A) to
DFA Acting USA Office Director Liezl Combrink in follow-up to
the October 24 demarche, per Ref B. South African
contributions to Pakistan, based on an October 10 DFA public
statement and media reports, include: 18 doctors, 12
paramedics from the Department of Health and Netcare911, and
30 tons of aid (medicines, tents, tinned food and blankets).
An NGO, Gift of the Givers, reportedly donated R3 million.
