Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

ns 1.4 (b) and (d).
(C) MFA IO officer Benoit Guidee told us 11/3, with respect
to the GOF's previously positive assessment of Benin's
readiness to support bringing Burma before the UNSC (ref A),
the Benin UNSC delegation may be buckling under "very strong
pressure" from African countries, especially Algeria and
Tanzania. According to Guidee, Benin told the French in New
York that, if such a motion comes to a vote, there is a "very
strong chance" that Benin will vote against it.
