SUBJECT: IRAQ: REPORTING INTERNATIONAL REACTION TO THE 
CONSTITUTIONAL REFERENDUM (EL SALVADOR)

 On November 1, Polcouns and poloff delivered the Secretary's 
statement and talking points on passage of the Iraqi 
constitution and referendum to Amb. Mario Rivera, GOES 
Ministry of Foreign Affairs Multilateral Affairs Director. 
Rivera commented that the GOES, as a strong ally of the U.S. 
in Iraq and a country which contributes a contingent to 
Mission Iraqi Freedom, is very pleased to note the progress 
being made towards democracy.
