Schofer for Reasons 1.4(b) a nd (d). 1. (C) On October 31, POLOFF delivered reftel points to Marieke Tillemann (Deputy Director, International Law Division, MFA). Tillemann was unaware of the Swiss proposal, but promised to raise the issue with her colleagues at the Dutch Mission to the UN and bring their attention to U.S. concerns.
