1. (C) Ambassador advised Minister of State for Foreign 
Affairs Dr. Mohammed Abdul Ghaffar on October 29 that the USG 
is prepared to transfer a third Bahraini national, Shaikh 
Salman Ebrahim Mohamed Ali Al Khalifa, from Guantanamo to the 
exclusive custody of the Government of Bahrain on the basis 
of the same oral and written assurances provided by the GOB 
in response to the Embassy's diplomatic notes of July 23 and 
October 10 concerning the transfers of Adil Kamil Al Wadi and 
Abdullah Al Noaimi.  The Ambassador also read reftel talking 
points to Dr. Abdul Ghaffar. 
 
2. (C) The Embassy conveyed its desired assurances via 
diplomatic note no. 287 of October 29, using the same text as 
the Al Wadi and Al Noaimi diplomatic notes.  The Ministry of 
Foreign Affairs responded via note A 54649-2/231/11 dated 
October 29, stating that the "Government of Bahrain agrees to 
the contents of the Embassy's said Note Verbale, including 
the texts and obligations, on the condition that these do not 
contradict the Constitution of the Kingdom of Bahrain."
