(C) PolOff delivered reftel demarche to MFA Desk Officer for Nicaragua Isabelle de Boisgelin on October 27. Boisgelin indicated that the process of revoking any existing visas or freezing any assets was a complicated one that, if implemented, would involve a number of different bureaus and ministries. She noted that she had disseminated the reftel points and was coordinating with interlocutors within the MFA. She pledged to keep us informed of any developments.
