On October 28 Charge contacted both Foreign Minister Morales Troncoso and Dominican ambassador to the United States Flavio Dario Espinal concerning U.S. concerns on draft declaration for the OAS summit. She raised the need to ensure that there is a consensus document and expressed USG concerns that there would not be enough time to get consensus on the action plan. 2. Both Dominican officials said they share the USG concern and are prepared to work toward getting a consensus declaration next week. Both said that the Dominican government has problems with part of paragraph 15 on illegal migration; they said they thought that the USG and Costa Rica were with agreement with the Dominicans on this matter.
