(C) Poloff contacted IO Desk officer Benoit Guidee on October 25 about encouraging Benin's support for bringing Burma before the UNSC. Guidee informed embassy October 28 that the French mission in New York had broached the question with the Beninois delegation, whose "very clear" response had been "positive." Quai d'Orsay did not pursue the matter with the Embassy of Benin in Paris, because any attempt to discuss Asian matters with that Chancery "risked falling into a vacuum."
