1. (C) Poloff delivered ref demarches to Coordinator for the
U.S. and Summit for the Americas Francisco Gonzalez on
October 18. Poloff thanked the GOC for its co-sponsorship of
Israel's Holocaust Remembrance resolution (ref A) and asked
the GOC to encourage other countries to join in
co-sponsorship. Gonzalez said Colombia has not historically
been able to support the U.S. on Israel at UNGA, but recent
changes in high-level staffing at MFA might provide an
opportunity to re-engage the GOC on these issues.
2. (C) On October 19, Polcouns discussed Middle East
resolutions with new Vice Minister for Multilateral Affairs
Alejandro Borda. Borda hinted that the GOC may be in a
position to reconsider its votes on the mandates of the three
U.N. institutions discussed in ref B. Post will continue to
pursue.
