US embassy cable - 05VILNIUS1153

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. (S) Donatas Ziugzda, Head of the MFA's Arms Control,
Non-proliferation and Disarmament Division, informed us that
the GOL's interagency import control board approved the
application of the Kaunas-based British company Jurby
Watertech to import a "MAW 20 MS3" filament winding machine
(ref A). Ziugzda said that a joint Ministry of
Defense-Ministry of Economy investigation of Jurby
Watertech's facility in Kaunas confirmed the company's bona
fides. He explained that the import control board decided
that this sale did not rise to a level of concern meriting a
formal report of the findings. Ziugzda stated that no
further GOL action is necessary for the sale to proceed.

2. (S) Ziugdza assured us that the GOL will notify us of any
request for a license to export this filament winding
machine.
