US embassy cable - 05KATHMANDU2333

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. (C) On October 26, Acting Foreign Secretary Nabin Bahadur
Shrestha, in response to DCM sounding him out about Nepal's
support for Afghan inclusion in SAARC (reftel), stated that
SAARC would have to reach a consensus decision. He
acknowledged that the idea had been floated in the past, but
said that it was "too early for Nepal to say anything." He
added, "Let's see."
