S E C R E T SANAA 003104 SIPDIS E.O. 12958: DECL: 10/24/2015 TAGS: PREL, PARM, MNUC, KNNP, YM, DEMARCHE SUBJECT: AMBASSADOR DELIVERS NORTH KOREAN ARMS TRADE DEMARCHE REF: STATE 173768 Classified By: Ambassador Thomas C. Krajeski for reasons 1.4 b and d. (S) On October 24, Ambassador delivered reftel demarche on cutting off conventional arms trade with North Korea to Deputy Foreign Minister Mohiedeen Al-Dhabi. He expressed USG appreciation for the ROYG's June 2003 commitment not to undertake any new missile relationship with North Korea and encouraged them to refrain from relying upon North Korea as a supplier of both missile technology and conventional hardware. Al-Dhabi said he was not aware of any North Korean arms marketing offices in Yemen, but would ask the Ministry of Commerce if they had ever issued a license to the Korea Mining Development Trading Organization.
