US embassy cable - 05YEREVAN1899

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

(SBU) On October 24, we delivered points and Sample Letter of
Intent (reftel) to Armenian Customs Service International
Affairs Department Head Hrant Grigoryan. Grigoryan said the
GOAM plans to sign the Letter of Intent by the end of 2005.
He said the GOAM will likely need additional equipment and
training to meet its commitments under the framework,
specifically concerning non-intrusive inspection techniques.
He recognized, however, that signing the Letter of Intent is
the first step in the implementation process.
