Please protect accordingly. (SBU) On October 24, we delivered points and Sample Letter of Intent (reftel) to Armenian Customs Service International Affairs Department Head Hrant Grigoryan. Grigoryan said the GOAM plans to sign the Letter of Intent by the end of 2005. He said the GOAM will likely need additional equipment and training to meet its commitments under the framework, specifically concerning non-intrusive inspection techniques. He recognized, however, that signing the Letter of Intent is the first step in the implementation process. EVANS
