(SBU) On October 24, UNHCR informed us that, as requested, (reftel) His Majesty's Government of Nepal (HMGN) had turned over to UNHCR two Tibetan refugees who had been detained on immigration violations (one a new arrival and one returning to Tibet from India to visit relatives). Five other Tibetans in HMGN custody had not requested UNHCR assistance to date. MORIARTY
