UNCLAS LIMA 004578 SIPDIS E.O. 12958: N/A TAGS: KSUM, ECON, PGOV, PE SUBJECT: DEMARCHE: SUMMIT OF THE AMERICAS STAND ALONE STATEMENTS (PERU) REF: SECSTATE 195518 1. Polcouns delivered the demarche on the "Summit of the Americas Stand Alone Statements" to the Foreign Ministry's Director of Multilateral Affairs, Julio Garro, and Action Officer for the OAS and Summit of the Americas, Romulo Acurio, on 1024. 2. Garro said that he thought Peru would likely support the "Joint Commercial/Labor Declaration," and thought it should have no difficulty achieving consensus. With respect to the "Statement on Democracies in Transition," Garro opined that Peru could support it, questioned whether Bolivia has been consulted (Polcouns replied that this was being done), and expressed doubts that Venezuela would join consensus on the sections dealing with Nicaragua and Haiti.
