US embassy cable - 05LIMA4577

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

AMERICAS NEGOTIATING SESSION (PERU)

REF: SECSTATE 195226

1. Action Request - see paragraph 4.

2. Polcouns delivered the demarche on the October 3-7 Summit
of the Americas Negotiating Session (Reftel) to the Foreign
Ministry's Director of Multilateral Affairs, Julio Garro, and
Action Officer for the OAS and Summit of the Americas, Romulo
Acurio, on 10/24.

3. Garro said that Peru has been working pro-actively to
push for consensus in the SIRG process and would continue to
do so. With respect to the USG's proposal to eliminate the
paragraph on "Institutional framework for decent work"
(number 26), Garro requested more information on the specific
objections we have to the issues raised and "problematic
language" used.

4. ACTION REQUEST: Please provide guidance to respond to
Garro's questions regarding the USG's specific objections to
the substance and language of the paragraph on "Institutional
framework for decent work."
