1. (SBU) Charge presented ref (a) points on October 24 to
Austrian Foreign Ministry Secretary General Johannes Kyrle,
who is currently acting deputy Foreign Minister. Charge
expressed appreciation for Austria's deployment of a military
unit of 60 troops with water purification equipment to the
disaster region, but pointed to the specific need for
winterized tents and the failure to reach the UN flash appeal
targets. Kyrle said he would coordinate with other elements
of the Austrian government. He said it was important that
the Austrian government have an "official request" upon which
to base an offer of assistance, and said he would use the
current demarche in that capacity.
