The GOAM plans to support Judge Thomas Buergenthal's 
International Court of Justice (IYC) candidacy during 
November 7 UNGA elections, according to a Ministry of Foreign 
Affairs (MFA) dipnote dated October 19 and received on 
October 24.  The dipnote confirmed MFA International 
Organizations Department Head Valery Mkrtumyan's initial 
reaction to our demarche on September 30 (ref B).
