1. (S/NF) On 10/23/05, EAC met to discuss RefTel.  Members in 
attendance were AMB, DCM, MO, RSO, POLM, OMC, DAO, POLE, PD, 
CONS, LEGATT, AID, FPD and CCE. 
 
2.(S/NF) EAC discussed RefTel A which concerned the 
Memorandum of Agreement (MOA) between State and DoD 
concerning security of DoD personnel in foreign areas.  Force 
Protection Division (FPD) Chief presented Annexes A and B for 
EAC approval.  Points in annexes A and B were clarified from 
the previous year MOA concerning which DoD office at post FPD 
reports to, and an acronym change.  EAC unanimously approved 
the changes and the document was sent to the COM for final 
review. 
 
3. (SBU) Consular Travel Warning (CTW):  EAC members queried 
CONS as to the status of the Consular Travel Warning change 
agreed to in RefTel B.  CONS advised it was still at State 
awaiting final approval.  CONS advised he would reach out and 
check on the status of the CTW. 
 
4. (S/NF) AMB canvassed the EAC for any popular reaction to 
misinformation concerning the desecration of Taliban bodies 
by US servicemen in Afghanistan.  EAC reported no reaction in 
Sanaa so far.  The EAC advised that contacts in the ROYG had 
not raised the matter so far either.  EAC members agreed to 
report any new information as it comes in. 
 
5. (SBU) AMB requested an update of RefTel C in which EAC 
requested a reduction in holiday visitation age from 21 to 
18.  RSO advised he has been in contact with DS/IP/NEA and 
DS/ICI/CI.  DS/IP/NEA has voiced no objections and RSO has 
reached out to DS/ICI/CI for a status report on the matter. 
RSO advised he will contact DS/ICI/CI to get a status report 
on the request.
