Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

SUBJECT: RE-EXAMINATION OF MUMBAI CONTAINER
REF: A. SECSTATE 193535
B. NEW DELHI 8185
1. (SBU) DCM met with MEA (Americas) Joint Secretary
Jaishankar to present reftel demarche. DCM underlined the
importance of this issue to Washington and indicated DOE's
interest in sending a team immediately to re-examine the
container. Jaishankar reported that the GOI will need to
consult the Atomic Energy Regulatory Board in order to get
GOI approval for a visiting DOE team. Jaishankar noted that
an immediate response on October 21 would be unlikely given
the focus on U/S Burns' visit. Post will follow up on
October 22 and continue to stress the urgency of this matter.
