1. This is an action cable for IO/T.  Please see paragraph 4. 
 
2. Post delivered ref B letter from Secretary Gutierrez 
(under cover letter from the Charge) on the UNESCO Convention 
on Cultural Expressions to Minister of Trade and Industry 
Irving Guerrero on October 14.  Post delivered ref A 
diplomatic note and demarche on the same issue to the Foreign 
Ministry on October 19.  PolChief spoke directly with Vice 
Foreign Minister Juan Alberto Lara Bueso to highlight the 
importance and urgency of the demarche.  Post has yet to 
receive any kind of substantive response from the GOH to 
repeated demarches/letters on this topic. 
 
3. Post notes that ref C indicates that the USG candidacy for 
the World Heritage Committee of UNESCO was successful.  This 
makes moot the GOH's request for a vote swap involving this 
candidacy.  However, Post still needs official guidance on 
responding to the Honduran Foreign Ministry's request for USG 
support for the Honduran candidate to the UN International 
Law Commission during elections this fall at UNGA. 
 
4.  Action request for IO/T: Post again requests guidance on 
Post's response to the Honduran request for USG support for 
the Honduran candidate to the UN International Law Commission 
as discussed in refs D and F.
