US embassy cable - 05TAIPEI4247

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

SUBJECT: TAIWAN WANTS TO EXPLAIN EXPORT CONTROL SYSTEM

REF: TAIPEI 4091

Classified By: AIT Director Douglas Paal, Reason 1.4 b/d

(S) Action request: Taiwan Bureau of Foreign Trade (BOFT)
Export Controls Task Force Head Wally Su contacted AIT on
October 18 to repeat his request (reftel) for Taiwan to give
a general presentation on Taiwan's export control system (as
opposed to a presentation on Taiwan's UNSCR 1540 report)
during the upcoming APEC Export Control Seminar in Hawaii.
BOFT had previously raised this question on October 5, as
reported reftel. Su also said that he expected that the
Ministry of Economic Affairs would present Taiwan's list of
additional sensitive HS categories to AIT later this week.
AIT requests Washington guidance on how to respond to the
question whether there will be an opportunity for Taiwan to
make a general presentation on its export control system
during the upcoming talks in Hawaii. (BOFT on October 19
provided AIT with a formal letter to U.S. Senior APEC
Official Michael Michalak containing this request. AIT has
faxed the letter and an informal translation to EAP/TC.)
