UNCLAS DUBLIN 001285 SIPDIS E.O. 12958: N/A TAGS: PREL, PTER, KHLS, ASEC, EWWT, ETRD, EIND, MARR SUBJECT: IRELAND: NATIONAL STRATEGY FOR MARITIME SECURITY PAPER DELIVERED REF: SECSTATE 176064 On October 18, emboffs delivered reftel talking points and a copy of the U.S. National Strategy for Maritime Security to Eilish Kennedy, Assistant Principal, Maritime Safety Directorate, Department of Communications, Marine and Natural Resources. Kennedy had no initial comment on the presentation of the strategy paper, but promised to relay any pertinent comments or questions to the embassy after an internal review of the paper. She noted EU competence on port security and suggested that the Embassy work through the Commission in developing U.S.-Irish links on the issue. KENNY
