Reason: 1.4 (B)(D) (S) Ambassador advised Minister of State for Foreign Affairs Dr. Mohammed Abdul Ghaffar October 17 that, based on Ref B assurances, the United States is prepared to transfer detainee Abdullah Al Noaimi from Guantanamo Bay to Bahrain. Ambassador reviewed Ref A paras 2 and 3 points regarding USG expectations. Abdul Ghaffar confirmed that Bahrain requests USG air transportation from Guantanamo to Bahrain. MONROE
