1. (U) As requested by U.S. and pledged by the Minister of
Foreign Affairs in Reftel (A), Djibouti's Ministry of Foreign
Affairs issued the following press release October 13 in
support of the Iraqi Constitution Referendum:

Ministry of Foreign Affairs

The Government of the Republic of Djibouti is pleased with
the progress recorded in the current political process
underway and notably the recent amendments made to the draft
Constitution last Wednesday, and encourages the Iraqi people
to take part in voting which will take place Saturday October
15, 2005.

The referendum, which will take place Saturday on the draft
constitution, opens favorable prospects for Iraq and sets the
stage for the return of stability, peace and development and
this to the great benefit of the brotherly people of Iraq.
