1. (S/NF) Summary - On 10/13/2005 RSO and ARSO interviewed a 
Walk-in claiming to have information relating to terrorism. 
The Walk-in provided RSO with information regarding a 
terrorist camp located in Somalia.  Details of the interview 
were discussed with ORA and the Walk-in was turned over to 
ORCA personnel for further development.  Information provided 
by the Walk-in was viable, but requires further scrutiny. 
RSO will continue to work closely with ORCA personnel to 
review any information provided by the Walk-in in the future.

2. (S/NF) On 10/13/2005 at approximately 1000 RSO was 
contacted by telephone by a Mr. Mukhtar Mohamed Abdirahman 
who reported that he had information he wanted to pass to the 
U.S.  RSO requested a meeting with the subject at the Embassy 
at 1200.  Subject arrived at approximately 1150 and was 
thoroughly screened by local security and then escorted to a 
secure area on the compound by the RSO.  RSO and ARSO 
proceeded to interview the individual with the following bio 
data obtained from his Somali Passport #A0913942:

DPOB: 04/15/1978, Dammam, Somalia 
Approx. H/W: 1.85 Meters,   80 Kg. 
Eyes: Black 
Complexion: Black 
Hair: Black

253-85-84-20, Djibouti 
Profession: Merchant 
Languages: Excellent working knowledge of English, Somali, 
and Arabic 
 
3. (S/NF) Subject stated that he wanted to provide the USG 
with important information about terrorist activity occurring 
within the country of Somalia.  Subject stated that a few 
months back he attempted to pass information to a Jonathan 
Toler who he claims was in Hargeisa with an American 
delegation. Subject also said that Mr. Toler was an U.S. 
Embassy security officer assigned to the American Embassy 
Nairobi.  Subject stated he did not tell Jonathan anything, 
and he just wanted to work with him. Jonathan may have 
thought the subject was just another Somali looking for a 
hand-out.  Subject stated that he had no specific threat 
information to American personnel or facilities in Djibouti. 
RSO found the subject to be mentally sound, lucid and 
coherent.  At this time the RSO concluded the preliminary 
interview and subsequently introduced the subject to ORCA 
personnel at which time ORCA took over the interview process. 
 ORCA is evaluating subject's information and RSO will work 
closely with ORCA personnel to follow up on any contacts made 
by subject.  COS will forward information gleaned through 
ORCA channels.  RSO requests the Department and Info Post to 
conduct a name check on above listed individual to determine 
any correlating factors.
