(C) Taiwan's Ministry of Economic Affairs Bureau of Foreign 
Trade (BOFT) former OECD Unit Chief Lin Pao-lien and current 
OECD Unit Chief (since October 8) Huang Wen-ying provided AIT 
with Taiwan's take on China's Participation in the Export 
Credit Talks:  They highly doubted that Taiwan's 
participation had anything to do with China's absence from 
the October 4 Talks.  They pointed out that representatives 
from both China and Taiwan had participated in other recent 
OECD meetings without incident, and cited a shipbuilding 
meeting in late September as an example.  They noted that 
while BOFT has the lead on OECD issues within the Taiwan 
government, because of the highly technical nature of the 
October 4 Talks, Taiwan was represented by Taiwan 
Import-Export Bank Business Department Vice Manager Liao 
Cheng-chong.
