US embassy cable - 05PARIS6984

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

Poloff delivered reftel demarche to MFA DAS equivalent for
Chemical, Biological and Conventional Weapons disarmament,
Marion Paradas and her deputy, Arnaud Roux on October 6. In
a follow-up conversation on October 7, Paradas said that the
French believe that the draft resolution seeking to establish
ad hoc committees would play a destructive rather than a
constructive role for nonproliferation. She said that the
French would be sending out their own instructions to
demarche state authors of the draft resolution to get them to
reconsider. If it failed, she said, they would issue
instructions to a broader array of capitals. She added that
she had heard that the British were doing the same.
