Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

In her position, Ms. Panagoda teaches international relations and law, including human rights. These are both critical areas to the Sri Lankan military's efforts to modernize itself and its outlook. The human rights performance of the Sri Lankan military has been of great concern to the United States Embassy and will be critical to any hopes of eventual peace. Though Ms. Panagoda visited Minnesota on a two-week self-funded program on human rights in 2000, this has given her only a limited exposure. A broad ranging IV on Foreign Policy and Human Rights Issues would help push forward this mission's goal of improving the human rights record of the Sri Lankan government and giving it a broader outlook on the world.
