(U) On October 10, Economic Counselor delivered reftel demarche points and copy of Secretary Rice's letter to Hamad Al-Mashan from the Americas Department at the Ministry of Foreign Affairs. Secretary's letter separately conveyed to Foreign Minister Shaykh Dr. Mohammed Sabah Al-Salem Al-Sabah under dipnote cover. 2. (U) Al-Mashan offered to share the points and letter with the MFA's Legal and International Organization's departments. Post will report separately on any subsequent GOK actions pertaining to this issue. 3. (U) Separately, Commercial Counselor will convey reftel points to business community representatives attending the American Business Council meeting scheduled for October 15 in Kuwait City. LEBARON
