1. (U) This message contains a request for Department 
guidance.  Please see para 3. 
 
2. (U) On October 24, Embassy conveyed reftel draft MOI to 
the MFA's Legal Advisor Samer Naber.  On November 6, we 
received the following diplomatic note (also faxed to DS/ATA) 
in return.    Begin text: 
 
     The Ministry of Foreign Affairs of the Hashemite Kingdom 
of Jordan presents its compliments to the Embassy of the 
United States of America in Amman; and with reference to the 
latter's note No. (1647) dated 24 October 2002 regarding the 
desire to sign a memorandum of intent concerning the 
provision of assistance to the Hashemite Kingdom of Jordan 
under the Department of State's anti-Terrorism Assistance 
Program (ATA), has the honor to enclose herewith a list of 
minor clarifications to the suggested text for consideration 
of the esteemed Department of State. 
 
     The Ministry of Foreign Affairs of the Hashemite Kingdom 
of Jordan seizes this opportunity to renew to the Embassy of 
the United States of America the assurances of its highest 
consideration. 
 
-- In the Title add after the word "assistance": "Under the 
Department of State's Anti Terrorism Assistance Program 
(ATA)." 
 
-- In the Seventh line of the preamble add after the word 
"Jordan": "through the Department of State's Anti Terrorism 
Assistance Program (ATA)" 
 
-- In the fifth line, paragraph one, under the subtitle "The 
Needs Assessment" add the word "prevent" before the word 
"deter." 
 
-- In the sixth line under the subtitle "Participant 
Selection" add after the word "assign":",to the maximum 
extent possible," 
 
-- In the fifth line under the subtitle "Program constraints" 
add after the word "assistance": "through the Department of 
State's Anti-Terrorism Program" 
 
-- It would be helpful to clarify what are the "other 
requirements" applicable in the last line under the subtitle 
"Participant Selection."
