1. (C) Polmiloff met with Foreign Affairs Canada officials 
and a Department of National Defence representative on 
October 7 to deliver reftel message and text.  Meeting 
participants were CWC National Coordinator Bob Brooks, Senior 
Advisor for Industry Issues Adrian Ghita-Duminica, 
Nonproliferation Deputy Director Victor Rakmil and Major Don 
Neal. 
 
2. (C) Though not necessarily 'expecting' the U.S. request at 
this time, Brooks said he was not surprised to hear from us. 
He volunteered that Canada recently had started negotiating 
an MOU with the UK (Canada's largest CBW research facility is 
located at a significant military base in the UK).  Canada 
hoped to finalize the agreement on the margins of the COP in 
November, he said.  Welcoming the opportunity the hold 
discussions with the U.S. at that time, Brooks said the 
Canadian Delegation will arrive in the Hague on November 5 
and depart on November 12. They will be lodged at the Dorint 
Hotel.
