1. This is an action request.  Please see para 3. 
 
2. As requested in reftel, we spoke with Ambassador Juan 
Capunay, Director of the APEC office at the Ministry of 
Foreign Affairs on October 3.  Capunay confirmed that Peru 
will send three participants to the November 1-3 APEC 
conference on "Effective Elements for Export Controls" in 
Honolulu, Hawaii:

3.  GOP participants plan to arrive in Hawaii on October 31 
and remain through November 4.  Post requests that the 
Department issue the fund cite so that we can facilitate the
